What about an investigative article on how the federal government has never met its obligation to fund special education costs?
I served on the Barre City school board and these costs were a major issue from my perspective. Congress back in the 1970s enacted the initial special education provisions and the federal share of costs was set at 40%, as I recall.
I believe I am correct in stating that the current actual federal funding is 16% at best. Maybe we can sell one or two F-35s as a fundraiser ?
