Bennington County and Rutland County now have the highest Covid-19 rates in the state, although Essex and Caledonia counties remain above the statewide average. With 164 cases per 10,000 people in the past two weeks, Bennington has the second-highest county rate in New England, behind Sullivan County in New Hampshire. Rutland County has the third-highest rate.
