[T]he country’s first energy-efficiency utility, Efficiency Vermont, has hired former Rep. Karen Glitman as its director.

Glitman replaces former director Liz Gamache who has accepted a position at the Vermont Community Foundation.

Glitman most recently worked for the Vermont Energy Investment Corp. as the nonprofit’s director of strategy, policy and public affairs. VEIC was formed in the 1980s as an energy-conservation venture, with its mission to reduce the financial and environmental costs associated with energy use.

She has decades of experience in transportation policy and joined VEIC in 2011 as the group’s “founding director of transportation efficiency.” In that role, Glitman expanded the scope of VEIC’s energy efficiency portfolio to include transportation energy.

Glitman has worked for the University of Vermont Transportation Research Center and at the Vermont Agency of Transportation where she held a variety of roles including deputy secretary and acting secretary.

She said she was “honored and humbled to take on this new position.”

VEIC created Efficiency Vermont in 1999 to fulfill a mandate by the Legislature for a statewide energy conservation program.

Efficiency Vermont is funded in large part by ratepayers who contribute more than $50 million a year to the program.

In addition, the company is funded through the Regional Greenhouse Gas Initiative, a consortium of New England states that operates a cap-and-trade program for greenhouse-gas emissions generated by electrical plants in the region. Vermont’s revenues from the program are primarily in return for a promise Vermont made not to replace shuttered nuclear plant Vermont Yankee with an equivalent plant fired with fossil fuels.

Glitman served in the Vermont House from 1985 to 1990 as a representative from Burlington.
