Chris Winters has been promoted to the role of deputy secretary of state, officials said Tuesday.

Winters, director of the Office of Professional Regulation, will replace Brian Leven, according to a news release from Secretary of State Jim Condos.

Winters has worked in the Secretary of State’s Office for 18 years, the past nine as director of OPR.

“I am excited to have Chris as my deputy,” Condos said in a statement. “I have worked with him for many years – even before becoming secretary of state. During my time in the Vermont Senate, particularly as chair of Senate Government Operations, Chris worked with my committee and me – and I have always had great respect for his managerial skills and legal expertise.”

Colin Benjamin, board counsel for OPR, will replace Winters as director, Condos said.

Leven worked for the state for 16 years, the last four as deputy secretary of state, Condos said.
