
The story of the death of a 19-year-old police officer is a collection of horrific mistakes on the part of the training officer and possibly the Rutland Police Department itself.
Why is a noncertified or trained 19-year-old engaged in a pursuit? Why is a training officer allowing or encouraging this activity? The 19-year-old has not been trained to drive under these circumstances; it seems she hasn’t been trained to do anything yet. Is there the possibility that her family connections with the Rutland PD have led to this disaster?
As a retired constable who remembers the training required in order to simply issue a citation, I find it difficult to understand how this training officer and/or the Rutland Police Department allowed/encouraged such dangerous behavior in light of the age and lack of training of this cadet/officer-to-be.
