Moraima Escarlet Vásquez Flores, a Venezuelan citizen, is accused in a scheme to kill a person in exchange for $4,000 by a man from Burlington.

An accused accomplice in a murder-for-hire plot that has already led to a Vermont man facing charges has been arrested in Colombia. 

Moraima Escarlet Vásquez Flores, a Venezuelan citizen, was arrested late last week in the Colombia city of Medellín, according to court filings and published reports from that country. 

The identity of Vásquez Flores had been redacted from an earlier indictment in Vermont pending an arrest.  

That recent indictment returned by a federal grand jury in Vermont alleges that Vásquez Flores was paid $4,000 by Sean Fiore, of Burlington, to carry out the torture and killing of an unnamed person. 

According to court filings, Vásquez Flores also emailed Fiore a video allegedly following through on it, including carrying out specific instructions of how to torture the person before the killing. It’s not clear from court filings if a person was actually killed, and no name of a victim is included in documents. 

Federal prosecutors have declined to comment, referring questions to information contained in the indictment. Court filings also do not describe the relationship, if any, between Fiore and Vásquez Flores.

Fiore pleaded not guilty Tuesday during a hearing in federal court in Burlington to several charges in the murder-for-hire plot, including conspiracy to kidnap and commit a killing overseas. 

Fiore is currently being detained as the case remains pending. 

It’s not clear when Vásquez Flores will be brought to the United States to face similar charges. 

Both Fiore and Vásquez Flores also face charges related to producing child pornography.
