Gov. Phil Scott announced Friday that he has appointed two key environmental bureaucrats to leadership positions at the Agency of Natural Resources.

Rebecca Ellis has been named deputy commissioner of the Department of Environmental Conservation. Ellis previously served as senior counsel for government affairs with the department.

Neil Kamman will be the senior policy adviser for the department. Kamman has served as manager of the monitoring and assessment and planning program for the department.

โ€œVermontโ€™s natural resources play a critical role in our economy, quality of life, and the health of all Vermonters,โ€ said Scott. โ€œRebecca and Neil both bring valuable skills and a commitment to public service that will benefit the state, our environment, and all Vermonters.โ€

Scott also appointed Scott Murphy as state librarian. He has been acting in that role since February. He leads a team of 19 staff at the Department of Libraries.
