  1. There is huge savings in reducing the number of out of state prisoners and placing them in empty beds located in Vermont prisons. This is a win for tax payers. Good job by everyone involved here.

  2. A good capital improvements bill is a great investment in maintaining state facilities and will boost the Vermont economy.
    Investing in high-performance energy efficient construction will only save the state and us taxpayers in the long run.

    However, dodging the state mental hospital facility issue again is a shame.
    Year after year now the current Waterbury facilities do not pass inspection…. and year after year there is no funding to bring it up to basic standards.
    This albatross needs to be dealt with sooner than later.
