After a 38-second video taken by a bystander went viral on YouTube, Burlington Police said they will conduct a review of the incident, which also involved use of pepper spray and a Taser.
The American Civil Liberties Union as well as disabilities rights groups this session have lobbied lawmakers to make sure Tasers are not over-used and that police understand how to deal with people who have mental illnesses or other types of disabilities.

At a public forum, A.J. Ruben said taser use is sometimes perceived as “the use of torture and fear tactics against people with disabilities.”
The legislative proposal is in response to the death of Macadam Mason who died when he was tased by a Vermont State Police trooper last summer.
“Do I have the sense that the trooper was trying to kill Mr. Mason? There was nothing in the record to reflect that,” Sorrell said.
The criminal investigation records in the Macadam Mason case have been held for seven months.
Officials say the cause of Macadam Mason’s death is a “sudden cardiac death due to a conducted electrical weapon discharge.”
Vermont State Police and New Hampshire officials have not released autopsy results for Macadam Mason, the 39-year-old artist from Thetford who died after he was tased by Senior Trooper David Shaffer.
