Unvaccinated travelers no longer have to quarantine after entering Vermont, as long as they receive a negative Covid test. Visitors from out of state must get tested within three days before arriving, while Vermonters returning from out of state must get tested within three days after returning.

The change falls under Step 1 of the state’s four-phase restart plan, which takes effect today. 

Alongside the updated guidance for travelers comes a shift in guidance for several business sectors. Outdoor businesses, low- or no-contact professional services, farmers markets, retailers and lodging operations are no longer subject to “sector-specific” guidance. 

Instead, these sectors are expected to follow the state’s so-called “universal guidance,” which covers five principles: staying home if sick, wearing a mask, ensuring 6-foot spaces, practicing good hygiene and knowing the travel restrictions.

Businesses are permitted to institute additional safety measures if they choose.

Sectors that involve closer contact, like restaurants, bars, gyms, churches and arts venues, will shift to universal guidance on May 1, according to the plan.
