Gov. Phil Scott is allowing close-contact businesses such as gyms, nail salons and spas, as well as businesses that require in-home visits to open on June 1.

Additional dental procedures are also being allowed, following health department guidelines.

The governor is also allowing social gatherings of up to 25 people, up from previous guidelines of 10.

Health Commissioner Mark Levine said the department is investigating a cluster of cases in Winooski, and providing isolation and quarantine guidance to those affected. The cluster comprises six cases, he said, and is not considered an outbreak.
