It has been interesting to note how quickly various members of the Green Mountain Care Board, OneCare, and UVM Medical Center seem to dance around from one position to the next.

Isn’t this a sort of conflict of interest?  How can the organization that oversees the accountable care organization OneCare — that is the Green Mountain Care Board, which oversees all of Vermont health care — also change places with OneCare? How can OneCare be owned by UVM Medical Center, which also is a provider overseen by both the Green Mountain Care Board and the accountable care organization?  

As members at the top continue to change places, it is quite hard to follow. And is it legal and customary to do so?
