Once again the Vermont legislators are taking the lazy way out to solve a problem by focusing on the symptom and not the problem. 

What they need to ask is, “Why do schools need to restrain and put kids in seclusion?” The second question they need to ask: “If violent kids cannot be restrained or placed in seclusion to protect them, other students and staff, what can be done?”

They also hide their failure to adequately provide mental health care by focusing the attention on others.

By the way, restraint and seclusion are part of the de-escalation continuum.
