Trayvon Kisling, 18, of Staten Island, New York, was charged with first-degree murder, aggravated domestic assault and obstruction of justice, according to police, who said they learned earlier this month that Kisling was likely in Vermont.

Naranjo, 26, of Brooklyn, New York, was shot on the afternoon of Nov. 7 in what police deemed a targeted shooting.

Police said Naranjo was alone and driving near the intersection of State Street and Cleveland Avenue when he was shot, subsequently crashing the vehicle into a parked car. He was pronounced dead on the scene by medical personnel.

Kisling was taken to state police barracks in Rutland following his arrest.
