  1. Does anyone know exactly how much of the VT state budget comes from the federal government, and how much more federal money do we receive than we send the feds in taxes?

    1. Federal funds are expected to be $1.571 billion in FY11 (not including $322m in ARRA/Stimulus funding). The regular federal funds = 33% of the state’s total budget.

      The second question is tricky and very different than the first. The former is direct aid to the state, while the latter includes all types of federal revenues and expenditures.

      According to the Tax Foundation (normally not my favorite group), Vermont received $1.08 for every $1.00 sent to Washington (ranking 26th in 2005). Not surprisingly, Defense spending is a big part of this on the expenditure side (and VT has comparatively little) and income/wealth is a big part on the revenue side (states with a lot of wealthy folks tend to send more to D.C.) In addition, states with a lot of poverty may get more for certain public assistance programs.

      One thing not included in these calculations is interest paid to those who hold federal bonds (a considerable sum). If counted, it would tend to benefit wealthy states.
